Please see the announcements from Courts and Recorder offices of CA. Are COURTS considered "Essential Business?" Answer: Yes
California Statewide 'Stay-at-Home' Order:
The order exempts 16 federally designated critical infrastructure sectors, and courthouses are listed in the government facilities sector.
Courts are deemed an "essential" operation, similar to law enforcement and health care providers even during emergency situations.
The Court is required to continue to perform its core judicial functions to ensure access to justice, protect due process, and provide a forum for the orderly resolution of disputes.
Usually, serving the most critical needs of the most vulnerable in communities, including the elderly, children, and victims of domestic violence, and those whose lives and liberty are at stake.

Oregon state courts
Courts remain open. OR courts have initiated “level 3 restrictions” on court operations through at least March 27. The measures below will be in effect through March 27 and may be extended. Jury trials are postponed. FED trials and first appearances for landlord tenant matters are postponed.
Other in person hearings shall be postponed or not scheduled. Individual courts may set up procedures for telephonic appearances. Each county will be rolling out measures consistent with the attached restrictions over the next two days. These measures will not directly impact any currently scheduled hearings for our files.
Oregon Mediations
The OR mediation program, governed by the OR department of justice, has adopted the policy of cancelling mediations whenever schools in the county of the mediation are closed. Schools in OR are currently closed until April 1, 2020 (pending further review) and all mediations scheduled between now and April 1, 2020 will be postponed. After that date if schools open postponements will be allowed for parties experiencing cold or flu like symptoms or caring for a party with cold or flu like symptoms.
Washington
Court emergency operations and closures. The Washington Supreme Court has postponed March oral arguments and authorized presiding trial court judges to respond appropriately to protect the safety of their own courts and communities (more information). The Supreme Court has also published a new webpage with statewide court modifications and local court orders; check that clearinghouse often for updates.
