Authorizes the Governor to permit mortgage forbearance and rent payment responsibility reduction for residential property owners and tenants during emergency circumstances; concerns consumer reporting during coronavirus pandemic.

Governs credit reporting and debt collection as they relate to the COVID-19 pandemic for a period of 90 days following the end of the public health emergency, as outlined in Executive Order 103, or extended until December 1, 2020, whichever date is sooner.

The Firm is working with the New York chapter of the Mortgage Banker's Association to gain clarity on this Executive Order. This will be communicated as soon as clarity is received.

As the order is currently written, “no initiation of a proceeding or enforcement of either an eviction of any residential or commercial tenant, for nonpayment of rent or a foreclosure of any residential or commercial mortgage, for nonpayment of such mortgage, owned or rented by someone that is eligible for unemployment insurance or benefits under state or federal law or otherwise facing financial hardship due to the COVID-19 pandemic for a period of sixty days beginning on June 20, 2020”
