On April 10, 2020, Governor Lamont of Connecticut signed Executive Order No. 7X (attached).  This order, in part, provides protections for residential renters impacted by COVID-19.

On April 10, 2020, Governor Lamont of Connecticut signed Executive Order No. 7X (attached).  This order, in part, provides protections for residential renters impacted by COVID-19.
 
In essence, this Executive Order prohibits the start of the eviction process against a tenant in Connecticut to obtain occupancy of a residential property by way of either the issuance of a notice to quit, or the filing of a summary process complaint, until July 1, 2020.  
 
The Executive Order further provides for an automatic 60 day grace period for April, 2020 rent and a landlord may not deliver a notice to quit; serve or file a summary process action for nonpayment of rent; impose late fees, interest or penalties; or report rent as late to any credit bureau, if payment is made within said 60 day grace period. This same grace period and prohibitions apply to rent due in May 2020 so long as the tenant,  before the 9th day after such rent is due, notifies the landlord in writing that the tenant needs to delay all or some payment of rent because he or she has become fully or partially unemployed or otherwise sustained a significant loss in revenue or increase in expenses as a result of the COVID-19 pandemic.
 
Finally, the Executive Order modifies Section 47a-21 of the Connecticut General Statutes to allow the application of additional security deposit to rent, upon request.  This provision states that upon the written request of a tenant who has paid a security deposit in an amount that exceeds one month's rent, and who provides written notice that he or she has become fully or partially unemployed or otherwise sustained a significant loss in revenue or increase in expenses as a result of the COVID-19 pandemic, a landlord shall withdraw an amount of said deposit equal to the amount in excess of one month's rent from an escrow account and apply it toward rent due in April, May or June 2020.
